EU Overhauls Green Energy Tenders: 30% Non-Price Rules + Solar Assembly Ban

On June 18th, the EU released new regulations for tenders, requiring that starting from July 8, 2025, member states' renewable energy tenders must mandatorily incorporate non-price assessment criteria, covering aspects such as corporate responsibility, cybersecurity, execution timeliness, environmental impact, and innovation in integration. These criteria apply to 30% of each country's annual tender volume or more than 6 GW. The new regulations allow for adjustments to the weight of the criteria when costs are too high, but they cannot be completely waived.
The new regulations impose restrictions on the origin limitation clause. If more than 50% of the final product and key components come from a single third country, the bidding qualification and score will be restricted. For , the final product cannot be assembled in that third country, and at least four key components (such as inverters and solar cells) must come from other countries; for electrolyzers, only two components can be from that country; for battery products, sources from that country are completely excluded; for heat pump products, final assembly in that country is also restricted, and only one main component can be from that country.
